Allentown Police Officers Accused of Misconduct in Whistleblower Lawsuit.

A whistleblower lawsuit filed by experienced police officers David Howells and Randy Fey claims that Allentown police officers violated the law while on duty. The lawsuit, now moving to federal court, accuses officers of pilfering drug money, engaging in sexual activities with prostitutes, and operating under a veil of secrecy.

The 47-page lawsuit, filed in July 2024, alleges that officers within the Vice and Intelligence Unit committed numerous crimes, including theft and prostitution. Howells and Fey’s lawsuit highlights serious misconduct within the department, and their claims have garnered attention, prompting further investigation.

The officers assert that retaliation followed their attempts to expose these unlawful actions.

In an interview, Ed Smith (a concealed identity for confidentiality) expressed his thoughts on the lawsuit:

"When the whistleblower lawsuit went public, what was your reaction?"
Smith answered, "Finally. Finally something's out."

Another officer, John Doe, believes the lawsuit captures only part of the picture. He explained, "We have a lot of good cops. It's more good than we do bad." Doe also recalled an incident in 2008 involving a former vice officer still with the APD:
"I walk up to the car, walking towards the driver's side of the car, and her head was in his lap."
Doe stated he left the scene quickly, later finding out that the situation had been "done."

The lawsuit’s claims of misconduct extend to women allegedly harmed by vice officers, like RC, who recounted her experience:
"I was scared. And I was like, you know, I really wanted to get out and start running."
RC explained how she felt compelled to follow the officer's instructions due to fear of potential consequences.

NH, another woman affected by an APD vice officer, shared an emotional account of how she was coerced into a sexual act:
"One thing led to another, and he pretty much... we went back and forth... 'Maybe you can do something for me, so I don't have to take you to jail."

NH added, "What we're talking here is literally the plague of the department." 

 

Court Documents Reveal Additional Charges Against Officer Krasley

Court documents have revealed that former vice officer Jason Krasley, 47, is facing additional charges related to three new victims. The charges include rape, involuntary servitude, sexual assault, and patronizing prostitutes. Krasley is already dealing with severe charges that could lead to a life sentence.

Just before being taken into custody for the third time, Krasley shared an emotional farewell with his wife and children. His legal issues began in November 2024 when he was arrested for allegedly stealing $5,500 from confiscated drug money during a raid. In January 2025, Krasley, along with another officer, 45-year-old Evan Weaver, was arrested and charged with the rape of a prostitute.

Magisterial District Judge Michael D’Amore set Krasley’s bail at $100,000 on Thursday, and he was released the same day after paying 10% of the amount, according to Lehigh County court records.

Krasley’s total bail across three cases now exceeds $1 million, having previously posted $750,000 and $100,000.

Lehigh County prosecutors are seeking to revoke bail for both Krasley and Weaver as their cases proceed. They argue that bail should not have been granted, citing the possibility of life sentences. Assistant District Attorney Eric Dowdle noted that judges can impose life sentences for convictions of rape and involuntary servitude.

Krasley’s attorney, James Burke, contends that prosecutors are attempting to disguise a sentencing enhancement as a bail limitation.

A decision on the prosecutors’ emergency request to adjust bail for both men is expected from Judge Thomas Caffrey in February.
